<contact surname=""> shouldn't require the initials attribute

Description

The following use case seems like a good use of <contact surname="surname"> without the initials attribute:

In Schütz et al. [TAG] ...

However, use of the surname attribute requires use of the initials attribute. For instance:

In <contact surname="Schütz"/> et al...

causes xml2rfc to give the following error:

Error: Expected <author> to have initials, surname and fullname or organization

The workaround is to use <contact fullname="Schütz"/>, which isn't quite accurate.

per CMT discussion on 26Apr:

Remove requirement for initials from contact element but not from author element.

Note that names without initials (e.g., people with only one name) can be handled via fullname.
