While reading section 9 I had to keep referring back to the main text to remember what the goal numbers stood for. I suggest adding a brief goal name next to each (such as "Goal #5: Reduction of Signaling Overhead in the Network:").

Should be:

It's not clear what kind of harm is being talked about here. Is this indicating that the attacker might try to physically meet up with the mobile user and beat him over the head? Maybe use something more neutral like:

reducing the granularity of the location information.
