Add fault tolerance and robustness to the REQ draft

The requirements document does not list fault tolerance as a goal. This should either be listed as out of scope in section 2.0 or add it as Goal #11. Personal preference to add the new goal.

In Section 2.0, paragraph 2 includes a short list of these goals. I'd


to propose that, rather than introducing another such requirement explicitly, we add fault tolerance and robustness to the list in that paragraph.

I'm fine with this proposal because the paragraph in question wisely cites RFC1958. In particular, (RFC1958, section 2.3) discusses the very robustness and fault tolerance considerations that concern me.

An alternate argument is that, since we've already introduced the


goal, we should introduce this one too. Then why not introduce all the


like those in paragraph 2? I think we need to draw the line somewhere,


it seems like drawing it at the re-use goal is a good place.

Adding robustness and fault tolerance in the short list of goals in section 2.0, paragraph 2 seems fine as long as the RFC1958 citation remains in that paragraph.
