The document should be clear that its recommendations don't have
retroactivity; those RI schemes which weren't suited to IRIs, as being
registered before it, shouldn't be used with IRIs.

I don't see how this document could ever claim to be retroactive, but a sentence to that effect won't hurt.

This specification does not transform any existing URI scheme to encompass IRI syntax, and no existing scheme definition or applicability is changed by it.

During the design team meeting today it was decided to close this issue as won't fix. Adding more text here could cause unnecessary confusion - IRIs do not replace URIs, they are a fork.
