Some general comments. Where you point to specific URI schemes, it may
be useful to refer to corresponding documents. I recall there are
'mid', 'ftp' and 'telnet' schemes mentioned there.

I see no harm in informational references to RFC 1738 for 'ftp' and RFC 2392 for 'mid'.

There doesn't seem to be any mention in the document of 'mid', 'ftp', or 'telnet' as schemes, so it's not clear what is wanted here.

The situation with regard to ftp as a URI scheme and its internationalization (as well as file:, for that matter) is pretty murky, and needs to be addressed, but doing so is not in scope for this document.

I wouldn't want to point to 1738, in any case.
