Section 6.3:

In cases where the original
definition of the scheme is contained in an IESG-approved document,
update of the specification also requires IESG approval.

I suppose you should have clearly mentioned that the Standards Track
document MUST have IESG as the change controller

Why couldn't a Standards Track document contain a registration that does not have the IESG as change controller (e.g., registration of an historical scheme)? I don't see a reason to lock this down here, or at least not in this way.

Standards documents don't always have IESG as the change controller, and the change controller doesn't have total control. After discussing this at the design team meeting today, the decision was to close as won't fix.
