Schemes that do not
contain a conformant hierarchical structure in their<scheme-
specific-part> SHOULD NOT use double slashes following the
"<scheme>:" string.

I don't recall the <scheme-specific-part> production either in RFC 3986,
RFC 3987 or RFC 3987bis. Maybe you meant <hier-part>/<ihier-part>?


Note: sorry for not incorporating this into ticket #71; I just didn't notice this concerns the same issue.

During the design team meeting today it was decided to accept this as an editorial fix. Larry could you update the text?
