Give more details about what 'provisional' status means

Mykyta Yevstifeyev in particular (see e.g. http://www.ietf.org/mail-archive/web/apps-discuss/current/msg02272.html) has brought up the question of what exactly the 'provisional' status is meant for. The word seems to imply that this is a temporary status, and that sooner or later, schemes have to move either to historical or permanent. A clarification might help (e.g. that schemes can stay in 'provisional' for an indefinite time).

Fixed in draft -01 with the following text:

Provisional registration can be an intermediate step on the way to
permanent registration, e.g., before the scheme specification is
finalized. Provisional registration is also appropriate for schemes
that are known to be used, but where a definitive specification is
not available. There is no time limit for provisional registration.
