Ticket #22: Fix "IRIs as identity tokens MUST"

Larry: the MUST requirement doesn't make a lot of sense to me, I think it's a best practice or guideline

Larry: also not well-defined what is an "identity token"

Martin: this matters for XML namespaces and RDF

Martin: agreed that phrasing this as a MUST is not the right approach

Larry: tradeoff between wanting something smarter than Simple String Comparison and using different algorithms for different protocols (security problems here) -- slippery slope of how "smart" comparison will be

Larry: let's try to capture a guideline that using the simplest method possible is best

Larry: problem is knowing when to stop

Addison: comparison is application-specific

Marc: perhaps different templates that different application protocols can choose from

Martin: we can look if we want to go in that direction, but a lot of work

The MUST wording disappeared several versions ago. It just says

Some applications (such as XML namespaces) use IRIs as identity
tokens without any relationship to acessing the resources. Those
applications use the Simple String Comparison (see Section 4.1).
