Format/wording changes for Additional Considerations (3.4.3)

Because we have introduced helpful subsubsection headings, we now have a subsubsection that only contains two Notes. The Notes were used to indicate that these are additional considerations; this is now expressed by the subsubsection title.

The following patch does this and also changes a 'may' to 'can'.
