(B.33) Section 6, Security Considerations
Substantive issue: From the text of the rest of the document,
the primary responsibility for ensuring that an appropriate
strategy for securing and preserving materials, including
determining what is relevant and what is not, lies with the
RSE. Those "security issues" should not be an IAOC matter
unless contractual problems are identified with what the RSE
decides to do. Disputes between the Production Center or
Publisher and RSE decisions in those area fall under Section
4.3; procedural, archival, or security decisions that affect
contracts fall under Section 4.4. It is neither necessary nor
appropriate for the IAOC to be allocated a monitoring role as
part of this Security Considerations section that conflicts
with that RSE role and creates the sort of "who is in charge"
relationship that is likely to make RSE recruitment difficult.
