It strikes me as a bit odd that 2.3 is basically a narrative of some selection of pieces of the discussion in the second half of the workshop. It might make more sense to organize it around the individual topics discussed (bufferbloat/AQM, segregated queuing, shorter term vs. longer term solutions, etc.), and just summarize the points of agreement and disagreement about each.

I agree with Bernard that brief summaries of the solution proposals presented at the workshop and the ensuing discussions would be good additions, or at least mentions, perhaps akin to 2.2.
