My suggestion is that this document focus on aspects of the transition to next generation emergency services technology. At the IIT VOIP conference, Brian Rosen gave a presentation on transition issues that might be useful to cover.

In addition to those Brian discusses, the subject of ESINet architecture might be worth exploring, particularly since the demand for ESINet address space is likely to arise largely *after* the exhaustion of the IPv4 allocatable pool.
