The rule for ISOC contributions must be applied to other contributions submitted to ITU-T if they make normative references to IETF documents and restate/modifiy the text of referenced documents. The procedures in Section 3.3 are not symmetric.
Issue #1:
Section 3.3.1 describes about IETF documents being sent to the ITU-T either via liaison statements or ISOC contributions, and about receiving approval of owners of the work and being governed by ITU-T intellectual property rules.
IETF documents, including I-Ds and RFCs, however, are brought to the ITU-T study groups not only by liaisons or ISOC, but also by other contributors in the form of normative referencing in their contributions. For instance, contributions make normative references to IETF documents to specify the work of ITU-T study groups. Section 3.3.1 describes only about ISOC contributions that need to receive necessary approval of owners of the work, but does not describe about other contributions which make references to IETF documents and incorporate/restate/modify the text of IETF documents.
The rule for ISOC contributions “Any such contribution will be made only after receiving necessary approval of owners of the work in question” must be applied to any other contributions submitted to ITU-T study groups as well, if they make references to IETF documents, and incorporate, restate or modify the text of IETF documents. This rule must be understood and agreed by both organizations and followed in both sides. If any contribution dealing with IETF documents is submitted to the ITU-T without necessary approval of owners of the work, the ITU-T must obtain permission of the source of the referenced IETF documents before making progress on the contribution.
Proposal #1:
I propose to add the last paragraph of Issue #1 into Section 3.3.1.
Issue #2:
The procedures in Section 3.3 are not symmetric. ITU-T requires that input from IETF have approval of the owners and follows ITU-T IPR rules, but doesn't require that ITU-T get approval of the IPR owners of its input to IETF nor does it specify that ITU-T input to IETF follows IETF IPR rules.
Proposal #2:
I propose to make the procedures in Section 3.3 symmetric.

Additional text in this section attempts to improve the matter further.
The next version attempts to improve "symmetry". There is already text within the document that refers to the rules of the Internet trust.
