Description
AFAIK, no implementation of the no-transform directive exists.
It is misplaced -- it doesn't have anything to do with caching, but rather pretends to control transforming proxies, which of course ignore it because they aren't transforming within the cache mechanism.
It creates unnecessary dependencies between p1 and p6.
Please, can we just kill it?

never mind, it just sucks that I found an implementation.

I agree its placement is unfortunate, but I don't think we can just get rid of it because it's editorially inconvenient.
