LO ASCII control chars in obs-text

Description

Looking at #340, I realised that obs-text includes high ASCII, but not the lower control characters.

obs-text = %x80-FF

We should probably also include:

%x00-08 / %x0B / %x0C / %x0E-1F / %x7F

obs-text was a change from 2616, IIRC. I'm just thinking we didn't go the whole way. Or did I miss something?

The change we did was obsoleting 128..255. CTL was forbidden before and still is.
