Consider referencing the 'origin' draft

Description

In a few places, we make use of something that roughly aligns to origin (scheme/host/port). We should consider referencing the draft and using its terminology.

E.g., cache invalidation, OPTIONS* response scope.

Note: Origin is "Proposed", our plan *was* to recycle at "Draft".

This may be irrelevant now that "Draft" is gone, and we won't get to full standard anyway. It might be a problem if we wish to go to full standard with httpbisbis quickly, though.
