Description
p=none without reporting is the same as having no record, but many organizations do just this and expect a benefit. Explicitly making this case invalid would remove confusion from the ecosystem.
In particular, there are a huge number of domains in Europe that have been putting in bare "p=none" records and claiming to have DMARC in place.

The consensus of the working group is that this is valid, and discouraging such usage should be left to a BCP or guidance document.
